EHSQ Operations Manager

Hanwha Qcells USA Corp (“HQC US”) develops, invests, and delivers solar photovoltaic (PV) and battery energy storage systems (BESS) projects through Engineering, Procurement, Construction (EPC) services in North America.

SUMMARY

The EHSQ Operations Manager provides the leadership, systems oversight, and administrative coordination necessary to ensure the EHSQ Department operates seamlessly on a day-to-day basis. This includes managing external EHSQ agencies, consultants and contractors, and managing department meetings and reporting functions as well as team metrics for department performance. This role coordinates the set-up and maintains oversight of EHSQ Systems and vendors that support individual projects, the department and the Company as a whole.

The EHSQ Operations Manager is also responsible for preparing and delivering departmental and contractual EHSQ reports, administering SharePoint for Department efficiency, documentation retention, and driving standardization across the EHSQ Department. By ensuring stability, efficiency, and compliance in all operational processes, this position enables the EHSQ team to focus on project execution while presenting polished and consistent outputs to internal and external stakeholders.

This position reports directly to the Sr. Director of EHSQ (or another designated member of senior management). The role is remote, with standard business hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. local time. Travel is required up to 20% of the time, which may include short-notice trips and extended site visits as business needs dictate.

ESSENTIAL JOB FUNCTION & RESPONSIBILITIES

  • Monitors the onboarding and training for new EHSQ staff to ensure alignment with processes, tools, and expectations.
  • Coordinates the set-up and maintains oversight of EHSQ Systems and vendors that support individual projects and the Company as a whole.
  • Coordinates the implementation of EHSQ activities to ensure consistent implementation across departments and projects.
  • Manages the administrative functions for Procore, Sharepoint, Smartsheets and any other software required for Department efficiency.
  • Administer SharePoint sites and libraries to support documentation retention, version control, and organizational best practices.
  • Coordinates all departmental meetings, including coordinating the implementation of action items resulting from these meetings.
  • Oversee departmental administrative functions including but not limited to: timesheets, expense reports, and travel requests, ensuring timely and accurate processing.
  • Leads, prepare, maintain, and deliver weekly and monthly EHSQ reports and dashboards for leadership and contractual obligations, summarizing KPIs, trends, and risks.
  • Review, edit, and standardize departmental documentation including EHSQ Plans, procedures, and reports to ensure polished and professional outputs.
  • Create templates, style guides, and document control processes to unify departmental deliverables.
  • Manage professional development and growth for all EHSQ staff.
  • Coordinate training and development programs for EHSQ Systems, maintaining proficiency in Procore and SharePoint.
  • Coordinate with HR, Finance, Operations, and Project Management to align EHSQ processes with company-wide systems and standards.
  • Audit existing departmental documentation and implement continuous improvements for clarity, accuracy, and compliance.
  • Track departmental budgets, procurement requests, and resource allocations to support operational readiness.
  • Collect and analyze project data to provide actionable insights and support continuous improvement initiatives.
  • Build and maintain departmental dashboards and digital tools in Procore, SharePoint, and Power BI to improve accessibility, reporting, and decision-making.
  • Drive continuous improvement of companywide EHSQ workflows through Procore auditing, reporting, and records management, ensuring consistency, compliance, and actionable insights.
  • Assist in interviewing, evaluating, and onboarding potential EHSQ staff to ensure strong EHSQ leadership across projects.
  • Develop and approve EHSQ Control Verification Checklists and related work instructions for key site activities.
  • Represent the company in EHSQ-related discussions with project owners, lenders, and third-party stakeholders, as needed.
  • Promote and foster a culture of continuous improvement that enhances company efficiency, customer satisfaction, and project EHSQ.
  • Interact and collaborate cross-functionally with engineering, construction, commissioning, quality, environmental, legal, HR, and operations teams.
  • Provide logistical and administrative support for EHSQ team meetings, inspections, and audits.
  • Perform other duties and special projects, as assigned.
  • Travel is required up to 20%, including extended site visits, short-notice trips, and overnight stays.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Operations Management, Safety Management, Environmental Management or related field with 5+ years of relevant experience; or Associate’s Degree with 7+ years of relevant experience; or 9+ years of progressive operational leadership experience.
  • Supervisory experience with demonstrated ability to manage and develop staff, preferably within a construction, engineering, or EHSQ-focused organization.
  • Strong background in construction EHSQ systems and data management, with proficiency in Procore administration (project setup, inspections, non-conformance tracking, submittals and turnover documentation).
  • Experience managing SharePoint sites, documentation retention, and organizational best practices for document control.
  • Demonstrated ability to produce executive-level reports and dashboards; proficiency with Power BI or similar reporting tools required.
  • Strong technical writing, document editing, and document standardization skills; proven ability to deliver professional, polished outputs.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Excellent collaboration, written, and verbal communication skills, with the ability to interface effectively across multiple departments and stakeholders.
  • High degree of technical precision and documentation accuracy.
  • Effective organizational skills with the ability to manage multiple priorities under tight deadlines.
  • Ability to work remotely with a reliable high-speed internet connection and flexibility to support projects across Eastern through Pacific Time Zones as required.
  • Must hold and maintain a valid U.S. driver’s license and have the ability to safely operate a motor vehicle, including the ability to rent vehicles for business travel without restrictions that would interfere with job performance.
  • Ability to successfully pass a motor vehicle/driving record background check in accordance with company policy.
  • Must be able to pass pre-employment, regular, and random drug and alcohol screenings in compliance with company and customer requirements.

PREFERRED QUALIFICATIONS

  • Experience working within EPC’s, particularly on large-scale solar PV or renewable energy projects.
  • Knowledge of ISO standards.
  • Familiarity with construction turnover packages and regulatory documentation requirements.
  • Advanced proficiency with Procore (EHSQ & Field Management modules), Power BI, and SharePoint for analytics, automation, and reporting.
  • Strong understanding of construction workflows, including engineering, commissioning, and project delivery processes.
  • Background in document control best practices and exposure to enterprise records management programs.
  • Experience working in both subcontractor and self-performing contractor environments.

PHYSICAL DEMANDS

  • Ability to remain in a stationary position for extended periods (up to 8 hours per day) while operating a computer and reviewing documentation.
  • Ability to effectively exchange accurate information in verbal and written form with employees, contractors, and external stakeholders.
  • Ability to move about an office environment, ascend/descend stairs, and access files or equipment as necessary.
  • Ability to conduct occasional site visits for audits, inspections, and verifications. Site work may require wearing personal protective equipment (PPE) such as a hard hat, safety glasses, gloves, and high-visibility clothing; walking on uneven terrain; and exposure to outdoor weather conditions and construction activity.
  • Ability to travel domestically up to 20% of the time, including by air, with flexibility for short-notice trips, overnight stays, and extended site visits.

WORK ENVIRONMENT

  • Primary work performed in a remote/home office environment, requiring reliable high-speed internet and standard office equipment, including audio/video conferencing.

  • Occasional visits to solar, BESS, and substation construction sites, where conditions may include moderate to high noise levels, outdoor weather exposure, dust, and uneven terrain. Appropriate PPE will be provided and required.
  • Regular interaction with cross-functional teams in both virtual and in-person settings, requiring adaptability to both independent and collaborative work environments.

The above-listed salary range is required by the California Pay Transparency Act and may differ depending on the location of those candidates hired nationwide. The salary range shared in the job description is for the listed position and only pertains to the candidate if they work in Irvine, CA. Actual compensation is influenced by a wide array of factors including but not limited to internal pay equity, skill set, education, licenses and certifications, geographic location, essential job duties and requirements, and the necessary experience relative to the job’s minimum qualifications. If candidates are considered for a nationwide role, then the compensation range will follow the marketability of the job function within those states.
